A message dated June 6, 1996, was received stating the Governor is             
transmitting the engrossed and enrolled copies of the following                
resolution to the Lieutenant Governor's office for permanent filing:           
                                                                               
HOUSE CONCURRENT RESOLUTION NO. 38                                            
Relating to state control of the management of the region
